Por eso le pedimos al gobernador Kicilloff y al ministro Berni que convoquen r\u00e1pidamente a un comit\u00e9 de crisis con los intendentes\u201d y agreg\u00f3: \u201cNecesitamos salir de la pasividad y la negaci\u00f3n de manera urgente. Sin orden no hay libertad, ni progreso posible.
